Experience

  • Represented a number of Ontario public health units in their negotiations with the Ministry of Health and (then) eHealth Ontario on the implementation of the Pan-Canadian Public Health Surveillance System (Panorama) and conducted the Privacy Impact Assessments for same
  • Developed the legal framework and drafted the agreements to support a multi-party project in which entities subject to different provincial privacy laws were sharing personal health information related to shared clients through a mobile application
  • Revised the suite of services and data sharing agreements between and among numerous health care providers and a health information network provider to accommodate transition from on premises data storage to a cloud-based platform for the delivery of SaaS services in accordance with the Personal Health Information Protection Act, 2004
  • Managed a series of privacy breaches, including all communications with the IPC, involving numerous individuals and institutional stakeholders, to a successful conclusion resulting in no IPC investigation or publicity
  • Drafted the submissions to, and appeared before a number of Canadian provincial and federal government committees on behalf of a multinational client, positively influencing the development of new privacy laws and proposed amendments to current laws and policies
  • Adjunct Professor and Advisor to the Privacy, Access and Information Management Certificate Program, Ryerson University Chang School of Continuing Education
  • Conducted numerous privacy impact assessments involving technologically complex systems for public and private health sector clients

Awards

  • Winner of the International President’s Award for the North American in-house counsel who provided the greatest business value to the multinational company in 2003.
