Paul Emanuelli is an internationally known author and procurement lawyer with an extensive track record of public speaking, publishing and training. His portfolio focuses on major procurement projects for a broad range of goods and services with an emphasis on information technology transactions, corporate governance and supply chain management. Paul has in-depth experience advising institutions on the legal and strategic aspects of purchasing operations, developing procurement formats and negotiating commercial transactions.

Paul has in-depth experience advising institutions on the legal and strategic aspects of purchasing operations, developing procurement formats and negotiating commercial transactions.

He is the Program Director of Osgoode Professional Development’s Certificate in Public Procurement Law and Practice and the author of multiple publications, including the leading textbook Government Procurement, 3rd ed. (Markham: LexisNexis, 2012). Before launching the Procurement Law Office, he practiced for over 10 years as Crown Counsel for the Ontario Ministry of the Attorney General at both the Management Board Secretariat and Crown Law Office — Civil, and headed the Government of Ontario's Procurement Lawyers Group.

  • Litigation Defence Opinion, Provincial Government Ministry: provided a legal opinion for an intervening Ministry on a lawsuit challenging a broader public sector procurement process, which included analysis on the RFP's compliance with best practices in government procurement and resulting exposure to a judicial review challenge, 2013
  • Major Military Procurement Audit Opinion, Federal Government Entity: provided a detailed legal opinion in support of the audit of a major multibillion dollar federal government military procurement project, 2013
  • Litigation Defence Services, Senior Level Government: provided strategic legal advice to a senior level government to assist in the defence of a six-figure lost-profit claim arising out of a high-profile telecommunications tender, 2012
  • Institutional Due Diligence, Large Resource Sector Company: assisted in a comprehensive overhaul of the procurement practices of a large multi-national resource sector company with a multi-billion dollar annual purchasing portfolio, multiple operational field locations and a newly centralized shared services office, 2012
  • BAFO RFP for Emergency Communications, Regional Municipality: assisted a large municipality with the acquisition of a police and fire emergency communication system; services included developing a flexible, concurrent negotiation best-and-final-offer RFP process and providing ongoing strategic legal advice and transaction services in support of the proponent selection and contract negotiation and award process, 2012
